The general purpose of the passage is to explain something, so look for this direction. (1) and (3) both look feasible. On further consideration, (3) doesn’t quite work, since only one thesis is presented—the author is not providing an alternative to anything. (1), however, fits well. The author shows a distinction between the behavior of people and other mammals, and them shows the significance of this distinction (it led to culture).
