1. A candidate needs 269 or more electoral votes to win the Presidency.
   
2. A candidate must win the popular vote to win the Presidency.
   
3. A candidate does not need to win the popular vote to win the Presidency, but if he does win the Electoral vote it will mean he won the popular vote as well.
   
4. A candidate can win the Electoral vote and lose the popular vote.

It doesn't happen very often, but it has happened in recent history (the 2000 presidential election). The popular vote has no bearing on who the President turns out to be. Only the candidate with 270 or more electoral votes will get that honor.
